in dana bash on capitol hill. when you think about it, both sides are not happy with what's taking place, at least what they're talking about. i know you have some new information on at least what the republicans are suggesting when it comes to those massive spending cuts, some kind of delay in the process. how would that work? >> reporter: well, this is according to democratic sources. i want to be clear. congressional democratic sources saying that republicans specifically mitch mcconnell who is the lead negotiator, what he is proposing is to delay that sequester, the spending cuts for three months, so 90 days. what democrats here on capitol hill want to do is delay it for at least a year. so there is a very interesting dynamic shaping up right now. this probably is a good illustration of that. you you mentioned right at the top that the negotiations are going on now between primarily senate republican leader and the vice president, not the democratic leader. so they're certainly in the loop i'm told in a very constant way, the democrats here on capitol hill. but the fact that they let

if there's any movement on capitol hill. stock markets moving up because it's a little erratic. dana bash is watching that live for us. dana, last hour you were saying progress is being made. now you've been hearing rumblings on the opposite from the far left. what are you hearing now? >> very interesting. we have been hearing from both sides of the aisle that part of the big issue has been to get over objections from conservative republicans who are not going to be happy with any potential deal. i just spoke with tom harkin who is a democrat being from iowa. and he's also a leading progressive. he said that he and other progressives might be the ones object or to try to stop any potential deal. the reason he says he's so upset is because he does not like the idea that we have been reporting of keeping the tax cuts in place of income levels up to $450,000. he believes that's too high. the president, as we know, campaigned with a lot of democratic support on $250,000. harkin said he's not happy with the idea that democrats are talking about keeping the estate tax cut in place, which also e

should try checking in with dana bash. she will have the first word on that. >> let's go to dana bash right now. first of all, the reaction to the president's remarks. we heard some biting criticism that the president was inappropriate in saying what he said at this sensitive moment. >> reporter: that's right. i'll get to that in one second. to answer your question, we don't know yet about the senate, but we do have a little bit of news that jessica alluded to, and that is the house will break tonight. we reported earlier this is likely. now it's official. the house will break tonight, new year's eve, december 31st, the night of the fiscal cliff, without voting on the fiscal cliff package. they're going to likely come in, if there's something to vote on tomorrow, and vote on it then. this is a procedural reason because they just don't have anything to vote on. it's also politically advantageous because house republicans and democrats are now going to be able to vote on effectively a tax cut, not a tax increase, because taxes go up january 1st. i think the best way to answer is by tell

? let's go to dana bash. dana, what do you think? is it promising? can they go it now? >> reporter: well, let's start there. it certainly has happened before between these two men, and it's happened before when democrats on capitol hill are either split or have gotten, frankly, just too frustrated with the republican counterparts to have conversations to be able to find bipartisan agreement. these are the two men who negotiated an extension of the bush era tax cuts for two years. that happened two years ago when republicans had a lot of political capital because they just won the house in a big way. whether or not these two men are actually going to be the ones to strike a deal, we're not sure, but we are told, our ted barrett and jessica yellin and i are told by multiple sources that it does seem that at this point, at this late hour, the talks are primarily centered around and between these two men, between mitch mcconnell, the senate republican leader, and joe biden, the vice president. harry reid, the senate democratic leader is certainly very well-informed. he's kept apprised of wha
